fvp-launcher: Replace Hardcoded ECR Registry with Environment Variable
Replaced the hardcoded AWS ECR registry URL with the
${LOCAL_CONTAINER_REGISTRY} environment variable
in fvp-launcher.sh.
This allows OpenCI and arm test CI can run the same
tf-a-ci-scripts
