feat(versal): introduce platform support

Introduce platform support for AMD-Xilinx Versal, an adaptive compute
acceleration platform (ACAP).
- pl011 is used for console.
- TTC is used for Timers.
- NVM is not supported.

Watchdog timer support to come in another change
