Fix compilation error with Mingw32

Fix compilation error on Mingw32 when `_TRUNCATE` is defined. Use
`_TRUNCATE` only if `__MINGW32__` not defined. Fix suggested by
Thomas Glanzmann and Nick Wilson on issue #355
