Rename MBEDTLS_CIPHER_BLKSIZE_MAX internally

Replace all occurrences of MBEDTLS_CIPHER_BLKSIZE_MAX by the new name with
the same semantics MBEDTLS_CMAC_MAX_BLOCK_SIZE, except when defining or
testing the old name.
