ci(el3-spmc) add el3 spmc tests

* Add EL3 SPMC tests. Setup uses prebuilt TF-A bl31 binary
  with SPMD and SPMC at EL3 and Hafnium S-EL1 Standalone Secure SP.
* Add new script kokoro/test_el3_spmc.sh to trigger the CI
* Test can be also be used with Hafnium SPMC by running
  kokoro/test_spmc.sh --parity

Hafnium is a hypervisor, initially supporting aarch64 (64-bit Armv8 CPUs).
