Job: Add tf-m-nightly-performance job

To monitor tf-m performance, daily trigger
tf-m-nightly-performance job to generate profiling and memory
footprint data and send it to SQUAD.

In the latest CI scripts, whether to send data to SQUAD is
decided by job name, so the legacy variable
"SQUAD_CONFIGURATIONS" is removed.
