Gerrit L1 Jobs: Pass URL Parameter to Commitlint Job

The default URL parameter in the tf-a-commitlint job
was set to the TF-A/trusted-firmware-a repository.
This commit overrides it using predefined-parameters
in the Gerrit L1 jobs, allowing commitlint to check
other repositories.

Affected Gerrit jobs:
1. tf-a-gerrit-tforg-l1.yaml
2. tf-a-lts2.10-gerrit-tforg-l1.yaml
3. tf-a-lts2.8-gerrit-tforg-l1.yaml
