Migrate Arm CI TFTF L1 (tf-tftf-gerrit-tforg-l1) level job
This new job is similar to `tf-gerrit-tforg-l1` job but listen and
triggers TF-A-tests checks. This new job,
`tf-tftf-gerrit-tforg-l1.yaml`, and the latter will effectively create
a CI loop as indicated at [1], where `tf-tftf-gerrit-tforg-l1`
executes TF-A-tests checks based on defined test groups, user's
changes & trusted-firmware-a's master branch and viceversa
i.e. `tf-gerrit-tforg-l1.yaml` executes TF-A checks based on defined
test groups, user's changes & tf-a-tests's master branch.
