tf-a-builder, tf-a-lts2.8-builder: Switch off UBL licensing for now
We're approaching UBL license rollover event (older license expires, new
goes into effect). For risk management purposes, we want to skip this
event on production, and re-activate only after a successful rollover
is confirmed (on staging).
