tf-a-builder: Remove ARMLMD_LICENSE_FILE param, try 2 This parameter was needed for FlexNet licensing, and we now completely switched to UBL. This is re-application of patch after fixing a stray armclang version command which, after the patch, started to be run in context when no license was configured.
