spm: update binaries directory in scratch space to spm-07-13-2020

Hafnium changes:
-FF-A partition info get in SPMC
-eret_handler
-link RX/TX buffers from manifest to VM mailboxes
-Boot SPs according to manifest boot-order field
-Fix FFA_RX_RELEASE to permit releasing MB recv buffer in RECEIVED state

Binaries stored at:
/arm/projectscratch/ssg/trusted-fw/ci-files/spm-07-13-2020

Additional changes:
OP-TEE/SPMC at S-EL1 binary renamed to spmc_sel1_optee_sel1.bin
Moved SPM with linux boot to L3 spm test group.
