Revert "Temporarily disable tf-l3-boot-tests-spm linux boot"

This reverts commit 63a99cc4148ed4c4548c7597a9c750ea651df38d.

This issue is now fixed with updated spm binaries tagged spm-07-29-2020.
The partition boot order implementation was amended to better support
PSCI suspend and warm boot restart in Hafnium while linux is running.
