jammy-arm64-tf-a-build: update GCC to 12.2.Rel1 This patch updates the AArch32 bare-metal target (arm-none-eabi) and AArch64 ELD bare-metal target (aarch64-none-elf) toolchains to the most recent version (12.2.Rel1).
