jammy-amd64-tf-a-build-next: update GCC to 14.2.Rel1 version

* This update upgrades the AArch32 (arm-none-eabi) and AArch64
  (aarch64-none-elf) bare-metal toolchains to GCC version 14.2.Rel1.

* The purpose is to evaluate the toolchain within the staging
  environment prior to its deployment in production.
