noble-amd64-hafnium: enable UTF-8 locale in noble-amd64-hafnium Install and generate UTF-8 locales (C.UTF-8, en_US.UTF-8) and set LANG/LC_ALL to en_US.UTF-8 so Jenkins renders Unicode output correctly (e.g. commitlint symbols ⧗/✔).
