jammy-amd64-tf-m-build: Add compatible pandas and numpy versions Older versions of pandas (before 2.2.2: https://pandas.pydata.org/docs/whatsnew/v2.2.2.html#pandas-2-2-2-is-no w-compatible-with-numpy-2-0) are not compatible with numpy2.
