jammy-amd64-tf-a-build-next: update GCC to 13.2.Rel1
This patch updates the AArch32 bare-metal target (arm-none-eabi)
and AArch64 ELF bare-metal target (aarch64-none-elf) toolchains
to the most recent version (13.2.Rel1).
This helps in testing the toolchain in the staging area, before
the same gets updated in the production.
