feat(runtime/rmi): implement RMI_DEV_MEM_(UN)MAP - Implement RMI_DEV_MEM_MAP and RMI_DEV_MEM_UNMAP commands as per RMM Specification 1.1-alp12. Update RMI_RTT_READ_ENTRY and RMI_RTT_FOLD to support entries with HIPAS=ASSIGNED_DEV. - Fix comment for VTCR_SH0_IS in VTCR_FLAGS macro definition.
