Plaform: AN521: Introduce platform binding HAL

This API (tfm_hal_bind_boundaries) binds partition with platform by
a p_boundaries handle, to let platform records partition info and
apply specific settings. Check the API comment for details.

The patch also:

- Updates the boundary update HAL API.
- Updates the HAL design document.
- Removes the FIH on AN521.
