sgi575: Disable NODE_HW_STATE test

This test fails on sgi575 models 11.9 release, the reason for failure
is old SCP firmware version which is 2.3.
With SCP version 2.5 above this issues does not occurs.

This patch can be reverted once the SCP FW binary updated on CI.
