ta: replace license terms by SPDX-License tags
Replace license terms by appropriate SPDX-License tags.
Add missing notice in storage2/user_ta_defines.h using Linaro
copyright and BSD-2-Clause license. The header file was introduce
in 2016 in commit e3854167c8e9 ("Add xtest 6015 (TA storage separation)").
