plat-marvell: Add support for OcteonTX2 CN96xx SoC

Add support for OcteonTX2 CN96xx SoC from Marvell.

Only tested 64-bit mode with default configurations:

1. Build command
	make PLATFORM=marvell-otx2t96
2. Passed xtest
