pem_to_pub_c.py: fix issues reported by pycodestyle and re-indent
Fixes issues reported by: pycodestyle pem_to_pub_c.py and re-indent
(4 spaces).
Patch obtained by running: autopep8 -i -a -a pem_to_pub_c.py.
