github: update stale workflow to v10.0.0

Update actions/stale@v4.1.0 to the latest version (v10.0.0). One
difference is that issues and PRs are closed by the bot as
"not_planned" rather than "completed", which is the main reason for
updating.

OP-TEE Client API

This git contains source code for the non-secure side implementation of the OP-TEE project making up the client library and tee-supplicant.

All official OP-TEE documentation has moved to http://optee.readthedocs.io. The information that used to be here in this git can be found under optee_client.
