Update TF-A to v2.11 in fvp-ts.xml
Commit 20629b3153bc ("feat(sptool): generate `ARM_BL2_SP_LIST_DTS` file
from `sp_layout.json`") introduces a bug in TF-A v2.10 which prevents
generating FIP based SP packages. This was fixed in v2.11, thus updating
TF-A version in fvp-ts.xml along its dependencies.
