dra7xx: Use upstream OP-TEE repo for DRA7xx

Now that DRA7xx platform handlers are merged upstream we can
use the official OP-TEE repo for DRA7xx.

Also move Linux and U-Boot to latest internal LTS.

Repo manifest for OP-TEE development

In the OP-TEE project we try to gather all documentation under the optee_os git, therefore we recommend that you read the instructions at this page which describes how to setup OP-TEE on various platforms.
