Diphda: Release host cpu in aarch64 mode
The commit performs the changes require to release host cpu
in aarch64 mode. Boot instruction register (BIR) is modified
to contain aarch64 instructions. The PE0_CONFIG register bit
is set to release host CPU in aarch64 mode.
