Platform: Add cmsis_armclang_ltm.h for ARMCLANG 6.10
For ARMCLANG v6.10 the cmsis_armclang_ltm.h is needed for compiling. This patch adds the missing header. The file is copied verbatim from https://github.com/ARM-software/CMSIS_5.git, tag 5.6.0. Change-Id: Ia372479980b660595185a633e8af7bfa4a92f110 Signed-off-by: Kevin Peng <kevin.peng@arm.com>
